Excerpt --> As with any foundation-led, place-based initiative, there are tensions andtightropes to be navigated. The over arching tension is around foundationdrivenversus community-driven change -- and where the two shall meet. One mighthope that over time BHC moves linearly along the spectrum from foundationdrivento community-driven, but navigating that dividing line (and there is a dividingline) is a constant process. It comes up in the learning and evaluation processes, forexample. On the one hand, the foundation says that each strategy needs to betailored to fit the community. On the other, it wants to identify common metricsacross all sites to be able to see crosscutting trends.
